Effective Date of Repeal Pub. L. 106–554, §1(a)(2) [title I, §102(b)], Dec. 21, 2000, 114 Stat. 2763, 2763A–100, provided that: "The amendment made by subsection (a) [repealing this section] shall apply with respect to employees appointed on or after October 1, 2000."
